The Municipality of Oeiras, located between the municipalities of Lisbon, Amadora, Sintra and Cascais and bordering the Tagus estuary to the south, is one of the 18 that constitute the Metropolitan Area of Lisbon.

The municipality, created in 1759 by the Royal Charter of D. José I, has as 1st Count of Oeiras the Minister of King Sebastião de Carvalho and Melo, future Marquis of Pombal, known for driving the rebuilding of Lisbon after the terrible earthquake of 1755. Oeiras promoted the urban enrichment of the riverside villages, as well as the prosperity of the rural territory where, in addition to the demarcation of the Carcavelos vineyard, stands the appearance of numerous farms similar to the Quinta do Marquês de Pombal itself, whose remains are one of the outstanding originalities of the historical patrimony of Oeiras.

The set consisting of the Palace and the Gardens of the Marquis of Pombal (Quinta do Marquês de Pombal), property of the Municipality, represents a singular space in urban environment, classified as National Monument.
